Mr Chang Yew Kong was appointed President of ST Electronics Limited’s Software Systems Group (SSG) on 1 July 2010. This group comprises
- ST Electronics (Info-Software Systems) (STEE-InfoSoft) and
- ST Electronics (Training & Simulation Systems) (STEE-T&S).
He was also President / General Manager of STEE-InfoSoft from 1997 to December 2013.
Mr Chang graduated from the then University of Singapore with a Bachelor of Electrical Engineering (First Class Honours) in 1978. He completed his Masters in Engineering and a post graduate Diploma in Business Administration in the National University of Singapore in 1982 and 1984 respectively and attended the Stanford-NUS Executive Program.
Mr Chang served in the Defence Science Organisation / MINDEF (1978 to 1985) and Data General Singapore (1985 to 1987) before joining Singapore Technologies. He held various senior management positions in the then Singapore Computer Systems Ltd (SCS) from 1987 to 1996.
In Jan 1997, Mr Chang was transferred to STEE-InfoSoft (formerly known as SES) serving as its 1st General Manager and then President in 2002. The company grew to 2,100 staff specialising in the implementation of ICT solutions in C4I, homeland security, eGovernment/eEnterprise, shared services and data centre solutions. STEE-T&S with some 500 staff, specialises in development and support of trainers, simulators and eLearning systems.
SSG with 2600 ICT staff and $500m sales, provides complex ICT solutions in Defence, Homeland Security (eg ‘999/995’ systems), data centers, infrastructure/cloud and real-time applications. SSG also provides the largest BPO (business process outsourcing) services here, serving some 300,000 users.
Mr Chang also chaired Steering Committees to construct two STEE Buildings :
- Omega 1 – 7 storeys GFA 0.53m sq ft
- Omega 2 – 6 storeys GFA 0.32m sq ft
Mr Chang is a Senior Member of Institution of Engineers (Singapore) and a Fellow of Singapore Computer Society.
He served as Chairman of :
- Industry Advisory Committee (ICT) of Singapore Institute of Technology (SIT),
- ST Electronics’ IT Steering Committee,
- ST Electronics (eServices),
- ST Electronics (Data Centre Solutions),
- ST Electronics (Enterprise 1) and
- ST Electronics (Wuxi).
Mr Chang also serves on the Boards of Centre for Quantum Technologies (NUS), ST Electronics (Info-Comm Systems), Wizvision and INFA Systems.
