Director, Applied Innovation & Partnership
Government Technology Agency (GovTech)


Vivien is the Director of Applied Innovation and Partnership with the Government Technology Agency. To accelerate the digital transformation of public service delivery, she is responsible for the generation of government-led demand and search for innovative solutions to solve their problem statements. She collaborates with partners to co-create solutions and develop local capabilities, cultivating the technology ecosystem in Singapore.


Vivien’s degrees include a Bachelor of Science and a Bachelor of Social Science in Economics (2nd Upp Hon) from the National University of Singapore. Having started her career as a statistician in the Department of Statistics, Vivien has accumulated more than 25 years of experience working in both public and private sectors, across diverse industries ranging from telecommunication, broadcast media, Infocomm technology, as well as accounting and audit.


This includes running award-winning Customer Operations Performance Centre, and pioneering the development of Internet Protocol TV at Singtel. As Director (Next Generation Broadband Network) in the then Infocomm Development Authority, she was responsible for the rollout of the Next Generation Broadband Network and developing its ecosystem. She then helmed the National Cloud Computing Office, Next Generation Trusted Infrastructure and Next Generation Services.
