Land Transport Authority (LTA)

 

From 1999 to 2017, Mrs Rosina Howe-Teo was the Chief Innovation Officer and the Group Director, Innovation and InfoComm Technology of the Land Transport Authority of Singapore (LTA).  She was responsible for the formulation and implementation of LTA’s digital transformation strategies through innovation, use of smart technologies and digital services.

 

Rosina was instrumental in guiding LTA’s effort to leverage on technology to provide innovative solutions in the development of land transport.  Her flair for creativity and passion for technology was apparent from the various ICT projects she has seen through from incubation to fruition.  Under her leadership, LTA saw the winning for Singapore numerous international awards and accolades for setting new benchmarks in the land transport sector. She was the key driving force behind the use of mobile technology and big data to provide commuters with convenient and accurate land transport information for better journey planning.  Her most notable achievements    include MyTransport.sg which received numerous accolades ranging from UITP (International Association of Public Transport) 2013, International Transport Forum : Special Mention 2014, Best Global m-Government Service Award 2014 ( Dubai),   City-on-a-Cloud Innovation Leadership Award 2016 (Washington), Geospatial World  Application Excellence Award 2013 (Transportation Management), ESRI Special Achievement in GIS Award 2015 (San Diego), and the use of  big data analytics for transport management resulting in the National InfoComm Awards 2004, 2008, 2014, 2016.

 

As the Chief Innovation Officer, Rosina formulated, championed and implemented LTA’s vision and strategy for innovation.  She oversaw the $50 million Land Transport Innovation Fund, fostering industry partnership, cross-agency collaboration and academic involvement so as to develop a sustainable urban transport industry.

 

In 2014, Rosina was awarded the Public Administration Medal (Silver) in Singapore National Day Awards, the IT Leader of the Year by the Singapore Computer Society (SCS) and the top Chief Information Officers (CIO) in the 10th ASEAN CIO/CSO Summits and Awards. In August 2013, Rosina was conferred the inaugural Woman Leadership Award by Chief Marketing Office (CMO) Asia.
