Chin Loon has spent the past 21 years in the IT industry after retiring from 12 years of active service in the Singapore Navy, where he held key appointments, including that as the Commanding Officer of a naval ship. In the industry, while in Singapore Technologies, he project managed the development and delivery of large application systems, including a highly secured “B1” system, for government clients. Moving on to Cap Gemini, he managed the Asia Pacific regional infrastructure outsourcing business as well as the regional internal infrastructure through the Cap Gemini and Ernst & Young merger. As the CIO of A*STAR, he implemented the group wide SAP system with Finance, HR, Procurement and Employee Self Service across its15 entities with 3,000 staff. Concurrently, he was also the Deputy Director of Compute Resources in Institute of High Performance Computing.
In IBM, he was the IT Architect for the ASEAN Public Sector in the Software Group. Leveraging on his public sector background, he was helping regional governments to transform their IT to better support government initiatives with agility and cost effectively. He was also the Client Technical Advisor to Singapore Ministry of Defence, providing architectural leadership on the adoption of open standards in Network Centric Warfare solutions.
As the Chief Operating Officer of Assurity Trusted Solutions Pte Ltd, he set up the subsidiary of GovTech (formerly known as IDA) as the Authentication Operator of the National Authentication Framework. Assurity provides second factor authentication services to service providers such as financial institutions, government agencies and healthcare providers requiring strong authentication for their on-line services to protect private information.
Now as the Senior Director, CyberSecurity Group in GovTech, he oversees the cybersecurity of government. The group provides appropriate cybersecurity governance supported by strong consulting practise and technology explorations as well as strong monitoring of security events with robust incident response capabilities. He also oversees the Ministries Chief Information Officers deployed to all ministries.
